The platform was built by Zentarai Labs (LFGTTM LLC, Florida, USA) by founder Landon Little. Engineering and operations are based in the Philippines.

NovaGovAI is not a data vendor. It ingests public Philippine government data (PSA, NAMRIA, DOST-PAGASA, PHIVOLCS, DILG) and runs AI over it to generate compliance documents, hazard overlays, citizen response routing, and policy recommendations for elected officials and planners.

The civic product is one side of a two-product platform. Nova (the citizen super app, novacitizen.tech) is the other side, and NovaGovAI is the dashboard officials use to respond to what citizens report. Both share data so the loop closes inside the same platform.
