Rizal is a province in Region IV-A (CALABARZON). Population 3.33M (PSA 2020 census), 1 cities + 13 municipalities, 188 barangays total, land area 1,308.86 km². Provincial capital: Antipolo City (Component — also covered separately in our city directory).
Rizal is the textbook 'NCR overflow + watershed protection conflict' province. Almost every western-tier LGU (Cainta, Taytay, Angono, Antipolo, San Mateo, Rodriguez) has lost critical Marikina watershed catchment to subdivision development since the 1990s, contributing to Marikina + Pasig flooding downstream. The PDPFP must reconcile this NCR-overflow growth with the watershed-protection mandate enforced by MWSS + DENR, the Laguna de Bay shoreline aquaculture in Cardona-Binangonan-Tanay, the religious-tourism corridor centered on Antipolo Cathedral + Angono petroglyphs, and the eastern agricultural belt (Tanay, Pililia, Jala-jala) that preserves remaining open space. The province has the highest population density per km² of any non-NCR-adjacent province given its small land area + Metro Manila proximity. The MRT-7 terminus at San Jose-Antipolo and the LRT-2 East extension to Marikina-Antipolo border reshape land values aggressively.
