I'm building the operating system Philippine LGUs deserve and ASEAN governments will need. Not because Western gov-AI is bad — because it was never built for emerging markets and it never will be. What works in Manila doesn't work in Manhattan, and vice versa.
Why this exists — the Moalboal story
Late at night on the road from Cebu to Moalboal — no street lights, no warning signs for a sharp turn that locals all know about. I went down hard. Lucky to walk away.
Lying in a clinic the next morning, the thought I couldn't shake wasn't "I should be more careful." It was: this turn killed people every year, and everyone in this barangay already knew it. The data existed. The pattern existed. The fix — a guardrail, a reflector, a speed bump — costs less than one peso per resident. But the data was siloed in one office, the budget was siloed in another, the planning was siloed in a third. Nobody who could fix it knew it needed fixing.
That's Nova Gov. We take the data that already exists, fuse it into one operational picture your LGU can act on, and route decisions to the people who can change outcomes. Not because we're smarter than your CPDO. Because no one ever gave your CPDO the tools.

Zentarai Labs runs lean by design. Founding-Partner LGUs and revenue trigger our next hires — a Philippine country lead, a head of forward-deployed engineering, and an operations lead to scale white-glove onboarding without losing it.
Engineering capacity today: two contracted full-stack engineers shipping the Nova citizen surface and the Corporate AI Brain in parallel with the LGU platform. Named team page expands once each role signs a public commitment.
