- Sample Data Processing Agreement — RA 10173 compliant, identifies PIC/PIP roles, lists cross-border processors, breach notification timeline
- Sample Statement of Work (SOW) — per Operational Application: scope, deliverables, milestones, acceptance criteria
- Service Level Agreement (SLA) — 99.5% uptime target, response-time tiers, credit schedule
- Pricing schedule — Founding Partner Year 1 free; subsequent years per published pricing tiers

Contract types we can sign
- Direct contracting / Negotiated procurement — under RA 9184, where the alternative methods of procurement allow direct negotiation (sole-source technology with no comparable PH vendor)
- Open competitive bidding (post-eligibility) — once PhilGEPS registration completes, we can compete in standard bidding processes
- Memorandum of Agreement (MOA) — for pilot phases not requiring full procurement (most Founding Partners use this path)
- Consultancy / professional services contracts — for the Forward-Deployed Engineering 90-day onboarding portion
- Grant-funded engagements — where ADB, USAID, JICA, or other dev-finance pays for an LGU's deployment
Pricing
Nova Gov is currently in the Founding Partner cohort: Year 1 is free for the first 5 PH LGU partners in exchange for co-design rights and named partnership. Subsequent years follow our published pricing scale based on LGU income classification.
Detailed pricing schedule is provided in the proposal. We do not publish prices on the public site because every LGU's data integration scope differs — the proposal price reflects your specific deployment.
Payment terms
- Default invoicing in Philippine Pesos (PHP) for PH customers
- Standard terms: Net 30 from invoice date
- Payment methods: bank transfer (BSP-registered) preferred; cheque accepted; e-payment platforms supported
- Government-funded engagements: we accept LGU disbursement cycle realities (typical 45–60 days) without late penalties for Founding Partners
- Withholding tax compliance handled per BIR rules once PH TIN is registered
References & due diligence
As an early-stage company, our reference list is still building. We provide:
- Founder background and prior ventures on request
- Technical architecture review with your CIO/IT team (call or document)
- Live demo of the Urban Planning Command Center workbench using your LGU's anonymized public data
- Direct phone/Viber line to the founder during procurement review
- Introductions to other Founding Partner LGUs in the cohort (with their consent), once 2+ are onboarded
Insurance & liability
Liability coverage is documented in the services agreement. We carry:
- Standard tech-services professional liability appropriate to deployment scope (carrier disclosed at contract signing)
- Cybersecurity / data-breach coverage (under-acquisition; available to disclose to insurance reviewers under NDA)
For specific coverage limits required by your LGU's procurement policy, we will procure coverage that meets your requirement as a condition of the services agreement, provided the requirement is commercially reasonable.
